None of your suggestion above applied, I did all that before I posted. This issue goes way back to like 2014, been asked way back in 2014. It is also the 1st time it has happened to me since like 2016
What makes it worse is if you refuse to pay Adobe that $300 a year for Acrobat and only use the free version.
Solution -- Turned off both printer and computer, waited 5 minutes, reboot, and all is well

Let's start by reviewing the suggestions below:
• If your printer is connected to your Mac, make sure the printer cable is firmly connected, and the printer is plugged into an electrical outlet, and turned on.
• If the printer is on the network, make sure your Mac and the printer are still on the same network, the printer is turned on, and the network isn’t experiencing problems. If the network has multiple printers, check which printer you chose—it may be different from the one you think you chose.
• If you use a shared printer connected to another Mac, make sure the Mac has macOS 10.5 or later installed, isn’t in sleep, and has sharing turned on. See Share your printer.
• If your printer is connected to your computer’s USB port, open System Information, then click USB. If the printer’s name appears in the hardware list but the printer doesn’t work, review the printer’s documentation for further troubleshooting information or see If a USB device doesn’t work with Mac.

I've got the same problem. Trying to save an email as a PDF, something I do numerous times a day and this one specific email keeps getting stuck on "Generating content to print". I've seen earlier "solutions" of unticking 'load remote content' on the View tab ... but I can't see this on the View tab, I'm on Mac Ventura 13.0. Any ideas anyone?

Then to save email as PDF I choose File - Print and selected PDF in bottom left
