I feel like I've tried everything at this point.
Standard settings on my TV... SDR on the Apple TV... no case on the phone... everything wiped down... nice and close to the screen... unplugging and restarting the Apple TV.
I've tried switching settings one at a time and re-calibrating a few times on each setting and can never get past the cream colours. PLEASE HELP! (I have an RCA TV.)

Welcome to Apple Support Communities. You've tried some great steps so far. It sounds like you are calibrating the colors as mentioned in Adjust video and audio settings on Apple TV - Apple Support. Right?
Do you have any other devices that you connect with your TV? If so, does this only happen with Apple TV? That will help determine if this is related to Apple TV or the TV itself.
If this only happens with Apple TV, resetting or restoring it might help refresh things and get it working properly. Depending on your Apple TV model, steps vary but are located in Reset or restore your Apple TV to its factory settings - Apple Support.
