I have set Activity notifications off on my Apple Watch 7, but they continue to announce when I close a ring. How do I disable this verbal notification?

Even though I have watch notifications set to off, I continue to receive verbal notifications when I close a ring. How do I turn off the verbal notifications? I am using an Apple Watch 7.

Turn off voice feedback;

Watch app on the phone;

workout/voice feedback and turn it off.
