Why are some messages blue and some green when both users use a Apple device?

My friend has a iPhone 13. However his phone broke and has gotten a replacement. The replacement is the exact same phone but now when I text him the messages are green.

Your friend needs to activate his imessage, Imessage text messages are blue, regular text messages are green.
