So I’m texting another iPhone and one text goes through it blue and then five or 15 minutes later I sent another text and it comes up green and says sent as a text. Does that mean that their phone is off?

It is just weird that I sent one text and it showed blue, delivered and the next text came up green and it states sent as a Text message. I think they turned the phone off! But I don’t know for sure!
