Lost mode - does it still work once blacklisted?

I had my phone stolen a few days ago. Straight away I contacted the network provider and they ‘blacklisted’ the phone so that it can’t connect to data. I then logged into my Apple ID and put the phone in lost mode. I never got a confirmation email, though when I look at my devices on Apple ID it says that the phone is in lost mode. I never set up find my iPhone, but I do have life360 and I can see that the phone has been offline since the day it was taken.
im just wondering if lost mode will still be effective if I blacklisted the phone first?
