How can I resolve this? I tried the normal Photos import, and it says "Preparing to import" but the photos no longer come out. Image capture says the phone is locked and it can't access the module, even though the phone is not locked
OK - Try restarting your mac in safe mode and then trying.
Then restart normally, and try again.
Safe mode will clear temporary files and caches, and sometimes fixes odd glitches such as this.

Thanks very much for your suggestion, but even after updating to 16.0.2, Photos still just shows a "Preparing to import from " screen and no photos, and Image Capture still says the phone is locked, even though it isn't.
I kept trying different things, and at one point a dialogue box came out that said I needed to install software to be able to use the iPhone with my Air. This had come out several times and I thought I had already installed it (it doesn't actually say what the software is), but this time was was careful to see it was installed correctly and after that the photos came out. So it seems the problem is solved, though I don't know what that software was or even whether it was from Apple, as there was nothing identifying it as anything other than "software".
What version of IOS? What version of MacOS?
The newest versions of both, 12.6 and 15.6.1
IOS 16 should be available now. Can you upgrade to that - it might kick it into operation.
