Try booting into Safe Mode to see if you have the same issue. If Safe Mode works, then you most likely have an issue with some third party software since Safe Mode prevents third party software from launching automatically during boot & login. Otherwise, you likely have a hardware issue of some sort. Make sure to disconnect all external devices in case one of them is causing a problem. You may need to have Apple or an Apple Authorized Service Provider examine the laptop to provide you with a repair estimate. Keep in mind the 2016 model just became "Vintage" which means repairs can only be performed as long as the necessary part is still available.
You can also try running Disk Utility First Aid from Internet Recovery Mode (Command + Option + R) on the hidden Container. Within Disk Utility you may need to click "View" and select "Show All Devices" so the hidden Container appears on the left pane of Disk Utility. Even if First Aid says everything is "Ok", click "Show Details" and scroll back through the report to see if any unfixed errors are listed. If there are any unfixed errors, then you will need to perform a clean install by first erasing the whole physical drive before reinstalling macOS and restoring from a backup.
You can try running the Apple Diagnostics to see if any hardware issues are detected. However, the only useful diagnostic is one which fails or freezes during testing.
