1-Close and reopen the app

4-Delete the app, then redownload it

Delete the app. When you do this, you might lose data that was stored in the app. Then redownload the app. Then check to see if the problem with the app is fix

Looking at Snapchat in the App Store for iOS, we see the latest version shows Version 12.02.0.31.

So, if that is what you have on your iPhone, you already have the latest version.

Did you ever use another Apple ID on this iPhone to download apps? We ask because you would need to be logged into the Apple ID that was used to download the app. Otherwise, you can uninstall the app and re-install it with your new Apple ID.
