I have this Apple Watch series 3 and it is still hooked up to my old phone that’s broke and I can’t get in without my Apple ID and password from the old phone is there a way that I can remove that activation lock so I can connect it to the new phone?

Activation Lock is tied to an Apple ID and password, and not to an iPhone.

You can ask apple to remove the activation lock online on this page;

Remove the Activation Lock Here.

Or this;

If you can't remember/gain access to the apple id that paired the watch to the phone.Take the watch and it's receipt with the serial number along with some photo id and any other proof of ownership to an Apple Store and request that they remove the Activation Lock for you.
