I just bought a MacBook Pro 16" with Monterey installed. Configured mail, previously when I did this with older systems all my smart boxes and rules were there, now they not only are not there, but every time I create them and quit mail, when I re-open it all smart mailboxes are GONE! No way I can see a newly created one after I quit and re-open Mail. Any help?

I reached out and the "solution" was to delete my user account and create a new one. At first it worked, but right now, I have to create new smart mailboxes every time I open mail knowing that when I quit and re-open they'll be gone.
I don't want to have to be adding and deleting user accounts, not what Mac OS was all about, It used to be so reliable but not anymore. I need a definitive solution, I need someone to tell me exactly where the problem originates. The support guy that helped me was very kind but I couldn't say knowledgeable, I don't think the solution should be, "I don't know what's going on, let's try making a new user account". The solution should point to a specific problem.
