When I hit 2 with my shift key, instead of the @ symbol I get double quote marks.

Take a look at the bar of symbols at the top of your screen. Toward the right, you should see a flag indicating the region your computer (and it's keyboard) are set to use. (Mine shows the Canadian flag).

If yours does not match your region, click on it, then choose the correct flag for your region from the set of flags and other icons shown in the menu.

You can also open ther Keyboard Viewer (in the same menu) to view the effects of the modifier keys on what is typed for each of the letter and symbol keys when the modifiers are pressed.

Took a look through the set of KB layouts available on my Mac.

My guess is that your's was set to the Spanish (ISO) layout, shown below. Note the small character at top left of the 2 key.

" is on shift-2 (which is the keystroke combination mentioned in faupas3828's initial post) on the Spanish ISO keyboard layout.

Go to system preferences > keyboard > input sources and get rid of the item called "British PC". Instead use "British".

(British PC is for Windows keyboards)

Spanish ISO has @ on option 2.
