How to remove iCloud downloads from iPad
I have downloaded files from iCloud onto my iPad to read and now no longer want them on my iPad but I still want them available in iCloud. How do I do that? I'm running iPadOS 15.6.1
iPad Air, iOS 12

Hi Staynavytom,
When a file is deleted from one device, it is deleted from all devices signed into iCloud Drive.
If you'd like to see tweaks to this we'd recommend leaving feedback for Apple Support here: Feedback - iCloud - Apple
Take care.

Good afternoon Staynavytom,
How did you download files to your iPad? Did you use the Files app? If you used the Files app you have the option of saving files to the iPad or to iCloud Drive. If the files were saved to your iPad using the Files app, you can delete them.
Do you have iCloud Drive enabled on your iPad? If you have iCloud enabled on your iPad, you can't delete the files. You would have to turn iCloud Drive off on the iPad. Take a look at the resources below and reply to this thread with any additional questions you may have.
Use the Files app on your iPhone, iPad, or iPod touch
Take care.
Here's what I got from a YouTube video about removing downloads from iPhone and possibly iPad. By their account, there doesn't seem to be a way to off load unneeded files until my iPad thinks I need more space.
