My ringtone ring one time loud then it fades out how can I fix it

This happens because you are looking at your phone and Attention Aware (a great feature by the way) is enabled.

Settings > Accessibility > Face ID & Attention > Attention Aware (turn it off if you don't want your phone ringer to turn down when you look at your phone.
