Family sharing for paid apps not working in India

I have purchased iTabla Pro app which allows family sharing. I have added my spouse to family sharing. I am the organiser in family sharing and I have Apple ID balance as well as UPI payment method to my account. Since Apple does not support debit and credit cards after latest RBI rules, these are the only payment options currently working to add money to Apple ID balance. Despite of already paid app from App Store and having enough Apple ID balance + UPI payment method, my spouse is unable to download the app from family sharing option. Requesting some help and solution to this. Tried everything what is available in App Store and Family Sharing options.
