Consistent purple bell with a slash

I know that The bell with the slash means notifications are on. The bell with no slash means you will not get notifications.

 If you tap that icon it will turn off notifications of future text messages from that person.

my question is why is the purple with a slash on for every single contact that I own? why do I have to do this for every incoming text? I have already gone to notifications. I have already gone to text messages. I’ve already put the notification sound to be a ‘note’ Why is the purple bell still with a slash?
