Wondering if this is Apple Messages or Facebook Messenger
and
what method you are using when you try to send a message, and whether you get an error message when you can't send, .

or
Third-party (non-Apple) apps like Messenger may need to be updated for compatibility after each iPadOS update.
Seems you would also have enable access to your photo's in Facebook.
Eg: Go to Settings > Facebook to enable photos..
