iOS 16 - Photos missing after sync

After upgrading to iOS16, something funky is going on. I'm missing about a thousand photos, and recent ones are not syncing. I am using USB to sync; I can see the photos sitting there in the Mac Photos app... but they won't sync. And if I create a new album on my iMac, it does not show up in the sync menu.

I usually backup all photos to my iMac and then sync them back to the iPhone so I have two copies. But this feature appears broken.

You may need to wait for an update to iOS 16. Several users have reported similar problems with the manual syncing using a USB connection.
