Cannot update iPad 5th gen from ios 11 to 15, getting error code 9 from iTunes

Trying to update my iPad through iTunes 12.8.2.3 and now it is stuck in recovery mode, very frustrating as updating OTA wasnt working either. Dont understand what i am doing wrong. Keep getting error code 9 when it fails. Any insight would be very appreciated. Thank you.
