When scroll down a webpage in Safari, it shouldn't proceed to a different webpage without tapping on a new link. You can swipe to an already open tab by swiping from right or left across the display when in Safari. If Safari isn't working as expected, app specific troubleshooting steps can be helpful in adding any issues you're facing with Safari.
