How do I cancel iCloud storage on a device we no longer own?

If you have the same Apple ID, you can cancel it in your iCloud settings.
Go to settings, click on your name and then click on iCloud. Then click manage storage.
If you don’t have the device, with an Apple ID on it log into the account online and cancel it through there.
If you contact Apple, they may also be able to help with this.
Log into the same account from a different unit, or use the link to contact Apple Support in the Related Article above.

I can’t log into the phone as it was a work phone and my husband retired from the company. I’m sure it’s no longer possible.

No. You need to contact Apple Support to do that.
Most of the people who answer questions on these boards are other customers, not Apple employees.
