I can see the top menu bar for email

I can not see the top bar menu for safari or email unless i point with mouse to the very top.

Please help

iMac 27″, macOS 12.5

That's because you are viewing them in Full Screen. Either click the green grow button or disable "Automatically hide and show the menu bar in full screen" in System Preferences > Dock & Menu Bar.
