My iPhone 12 will not turn off and apps are frozen. Unable to do a hard reset

Do this exactly as described

Force restart iPhone – Apple Support (UK)

If no help the ultimate solution is

If you can't update or restore your iPhone or iPod touch – Apple Support (UK)

but you will need to restore from your last backup
