If Watch is paired with an iPhone with a cellular plan, and is within proximity of the paired iPhone, Watch can make calls via the iPhone.

To be clear, you need an iPhone. The iPhone does not need to have cellular service, but that will limit what your Apple Watch can do when away from WiFi.
