How to mute Siri again in iOS 16

Prior to iOS 16, Apple had the option to only have Siri speak replies when using the Hey Siri phrase,, it was a setting you could select, all other responses were in text only. This was by far the best way to use Siri. Apple removed this option in iOS 16 or relocated the setting. How do I get it back. I do not in most instances ever want to hear Siri’s voice and Apple has seemed to break that function which is disappointing and unfortunate.
