I have an iPhone 11 Pro Max with me and it has activation lock on it but I found it and the owner is no where to be found and now I want to have it unlocked but I have to deal with activation lock. If someone can help me remove activation lock on this phone then please, tell me.

As you have learned, the Activation Lock can only be removed with the previous owner’s Apple ID and Password information. If you cannot get this information, then you will not be able to use this iPhone.

Activation lock is doing exactly what it is intended and designed to do - preventing a non-owner from using someone else’s device. There is no way for you to get activation lock removed. Only the owner can remove it.
And Apple will not help a non-owner to remove activation lock on someone else’s device.
Please turn it in to the local police. The owner is probably looking for that iPhone.
