My child has an iPad and I’d like to purchase an AppleCare for this device. How can I do this the child’s Apple ID is logged in on this device and by following purchase steps it gets stuck on confirmation that one must be 18 year older.

Go to AppleCare Products - iPad - Apple
Look at the bottom for the section on How To Buy. There are various options but without having an iPad that needs Applecare I can't check them for you. For example, the online option does let you enter a serial number instead of entering an Apple ID. I am not sure but that might let you buy it for another person. Alternatively you can take it to an Apple Store. There is also a telephone number you can call and they can probably help you.
