How can I customize my old iOS wallpaper?
I can’t seem to find a way to customize old iOS wallpapers on iOS 16, is it possible to do this?

Unfortunately no.
You have to add a new wallpaper to be able to customize. If you no longer have the original image in the Photos app, then you won't be able to customize it. You can keep it as a lock screen, but no widgets or other customizations can be applied to it.
