1. Yes. You can subscribe to Apple One India from Qatar. Physical location is not important. If you already subscribe, then nothing changes.
2. Yes, but you will need to continue to maintain an Indian payment method on your Apple ID or Indian gift card balance to cover the cost of the Indian Apple One.

You will not be able to get Apple One in Qatar with a Qatar payment method. You must keep your Apple ID set to India and it will continue to work normally.

If you do not change your Apple ID Country (which you won't be able to with an active subscription) and Region and continue to pay in the Indian currency by adding funds to Apple ID then you can use the subscription where ever the Apple One Subscription features are available.

There are additional Apple One features that are available in Qatar, that may not be available to you. But I am sure the 4 features that are available in India are available globally. --> Apple One - Apple (IN)
