Videos not syncing to PC Windows 10

I am trying to sync/download all of my photos and videos from iCloud to my PC.


I am using iCloud for Windows, and once I access the iCloud Photos folder on my PC, I have right clicked and checked 'Always keep on this device'.


The issue I have, is all of my photos have synced and now have the 'Green Tick' in the status column, and therefore have downloaded to my PC, but all of the videos are stuck at the status of 'Sync Pending' with the sync logo appearing, and nothing I do is changing that (you can see below where it changes from my photos, to videos, and how they are not synced).



You can see below that 42GB (my photos) have downloaded, but the rest of the folder, which contains the videos, has not.



I also get a notification in my Windows Notification Bar stating "iCloud Photos - Some of your photos and videos are currently unavailable, please try again later."


Pleas help!

1) On iCloud.com, click Photos and select a photo or video. Hold the command key on your Mac or control key on your PC to select multiple photos or videos. 

2) Click and hold the download button the iCloud download icon in the upper corner of the window. If you want to download your photo or video as it was originally captured or imported, choose Unmodified Original. For JPEG or H.264 format — including edits, and even if it was originally in HEIF or HEVC format — choose Most Compatible.*

3) Click Download.

If your photos download as a ZIP archive, learn how to uncompress the folder on your Mac or your PC
