how come my fam can't have access to Apple Music on family sharin

What happens when they try?
Have you invited them to your Family Group? Link-> Set up Family Sharing - Apple Support
Can they see the shared subscription in Settings->Account->Family Sharing?

Note, that you can't share an individual or student subscription; only the Family subscription can be shared.
