I have a billing on my account when I was in my country and when I traveled I want do the payment of the billing but stick stuck and asked to pay in the same account. How can you do the payment of the billing using another account in different country

To use the App Store for a different country you must change the region/country for your Apple ID.
To change the country you must be a legal resident of that country. You must provide a payment method from a bank in that country with a verifiable billing address in that country.
You cannot randomly buy apps from a store in another country.
