How do I make payment if I can’t change my billing address

I was in the USA and moved to ghana and am having problems with changing my billing address. I have 3 dollars to pay on the old card which isn’t working now so want to use a different card but the billing address especially the REGION won’t change. And this is affecting the other apps on the phone. I can’t update them
