I've been trying to download the stock wallpapers from apple from the wallpapers section of system settings. It will look like its about to download and then the icon will switch back to the "download from cloud" symbol. I've restarted my device but nothing changed.

What is the significence of the 16.1 ? Would that be a reference to a beta? If so, betas cannot be discussed here.
I am having the same problem. I opted out of beta and did a factory reinstall and it has not fixed the issue. Maybe it's a glitch across the board in 16.1?
that is what betas are: full of glitches. And they cannot be discussed here (or anywhere).
