Fixed it! – once I accidentally made ALL the Wallpapers the same via the "Screen Saver" System Setting – in "Screen Saver":

  1. Chose one of the screen savers
  2. Switched "on" ⇒ "Show on all Spaces"
  3. Switched "on" ⇒ "Show as wallpaper."

I was then able to access the "Wallpaper" System Setting.

I seem to have finally solved this. When I would go to Wallpaper in System Settings, I would get a completely blank page. Sometimes the title was Displays, sometimes nothing. I went into Screensaver in the System Settings and set that to Colors. That alone fixed my Screensavers, which were also acting up. I then went to Wallpaper, and the page was all there, ready and waiting for me to assign a wallpaper. After 24 hours, it is still working.

I already had these settings switched on and had the problem. I toggled them off and then back on again and still the same thing. Clicking on Wallpaper gives a Settings Error of Extension Process Wallpaper (21087) exited.

Apple needs to get on the ball. Over 6 weeks after launch and you can't perform a basic function in the OS.
