Photos doesn't sync via iCloud

Hi. I have new iPad Pro 12.9 with iPad OS 15.6.1, iPhone with iOS 15.6.1 and MacBook Pro with Monterey 12.4..

Lately no photos from my iPhone or my iPad was uploaded to iCloud at all (I've checked my Photos on my MacBook Pro and web version of iCloud.com). In the photo library on iPad and iPhone (bottom line) I always see text "Updating" or "Uploading 353 items". I've tried to restart all my devices, tried to stop and resume uploading in the library, tried to turn off/on iCloud in Photos settings - nothing changes… all that happened after I moved to another apartment with another wi-fi router, maybe that's coincidence maybe not. I don't know what to do :(

Could anyone help me please?
