Transfer photos from my iPhone to pc on Windows 8.1

Hi I've recently have an iPhone 11 which is currently full and I am trying to import my photos off the iPhone and move it to my external harddrive via my pc as my external harddrive is not getting picked up from my mac pro.

Any suggestions please 🙏

Can I import from my iPhone to an external portable harddrive connected to my mac as only 6000 photos i was able to import to my mac but my icloud is full
