In macOS 12.5.1 Monterey on an iMac (Retina 5K, 27-inch, 2017),
System Preferences / Network / "Turn WiFi On” button does not work, and it’s grayed-out in the top Main Menu.
What may cause this?

Have you tried rebooting..?
Verify the hardware is recognized by the System.
>(Option key) System Information>Network>WiFi —if not you have a hardware issue.
