When I download an audio file to my iPhone 8, it doesn't download to the Files Folder/Downloads. Where else can I look for it?

Thank you, but that is not my situation. I’m not downloading from iMessage or other direct communication to me.
I am downloading from an independent app from an organization that I support and has recordings of speeches. According to Apple, these files should automatically download to the File Folder, usually into the Download file. It doesn’t do that, nor dose it download to the Apple Music app.

GLO ~ In Apple's Files app > Browse tab, have you looked in the Downloads folder in both iCloud Drive and On My iPhone?...
