I want to change country as USA since I am not able to download some of the Apps from App Store. For changing the country/region , it is asking me to spend the money that I have in my Apple funds. I want to withdraw or am ready to ignore the money and want to change my country/ region in my phone. Please helps as soon as possible.

Buy something more expensive than your balance and use a different payment method for the excess amount; if you can't, ask the iTunes Store staff to zero it.
