Why can’t I reset my screen time password

If you have forgotten your Restrictions/ScreenTime Password, one of the two procedures outlined within this link should resolve the problem:

The most recent iPadOS updates have introduced a mechanism whereby a forgotten ScreenTime passcode can be reset without wiping the iPad, but for older versions of iOS the iPad must be reset “as new”, losing all locally stored data. In this situation, you’ll not be able to restore your data from an iCloud or iTunes backup - as the forgotten passcode is integral to the backup.

Enter the passcode incorrectly too many times, and you'd likely be locked out for good. So, hold it right there, and refer to this link: If you Forgot the Passcode on your iPhone, or your iPhone is Disabled - Apple Support. It would be the one you've always entered. If you do not know it, then look for it in a location you may have stored it in.
