My 'Wake on Wrist Raise function on my Apple Watch does not work. I have tried unpairing/re-pairing it, powering it off and on as well as the same with my iPhone. Is it a hardware problem and if so how do I get it fixed. I have not reset it yet as I don't see that as helping.

Swipe up on the watch face and see if you have theatre mode turned on and turn it off;
