VNC Screen Sharing: can only control one of three monitors

I have a remote computer with 3 monitors attached (Mac Studio 2022) and I want to be able to control the screen remotely. I have set it up to allow "Screen Sharing" and it works fine. I can see the contents of the 3 attached displays in a single window. I select them all or each individually.

The problem is that for 2 of the 3 attached displays, I can only view the contents. I can't move windows or manipulate it in any way. How can I change it so that I have remote control of all 3 displays?

Mac Studio, macOS 12.4
