Thanks for posting in Apple Support Communities. Are you on an active FaceTime call when this happens or where do you see the Join button?
If you see this in a group message, it can be expected if other group members have started a FaceTime call. Check out Use Group FaceTime on your iPhone, iPad, and iPod touch - Apple Support.

I followed the link to “Contact Apple Support” and there is a very long list of apps and devices that one can refer to, but no mention of FaceTime. In spite of a lot of complaints in Apple Communities, FaceTime doesn’t seem to be on the radar at Apple!

If you click through to the Contact Apple Support page one more time, try clicking "iPhone" and then "More". From that page, you can scroll down a bit and find FaceTime.

The Join button shows up when a single contact calls me. Normally it would show the ACCEPT button, but FaceTime seems to interpret a group call instead and invites me to JOIN. But it is not a group call!
Also, this type of connection seems very poor — blurry faces, freezing frequently
