iCloud has many parts, only one of which is to host your files synced with and upload from your devices. Read Access iCloud Drive files from your iPhone and other devices for the details. In summary, to interact with your files in iCloud you can use Files on iOS, or Finder on a Mac, or even access your iCloud drive on a browser after signing into iCloud on the web.
