How do I block the ability for my child to add contacts to her Apple Watch?

Hello Jenseniad, If you have set up your Child's iWatch as a Family member under your iPhone (and child doesn't have iPhone) you can set the Contacts as "Choose Trusted Contacts". I recommend downloading the iWatch User Guide book from the Apple Book Store (it is Free) and reviewing the section titled "Set up Apple Watch for a family member". There is a lot of options you can set up.
