My apple watch won't connect to the apple fitness app when I try to use it on my iPad. It will connect to my phone right away, but the iPad can't "find" my watch. How can I fix this?

This question has come up a few times and the fix for this that worked was that the ipad required the Apple "Home" app to be installed on the ipad,nobody seems to know why it worked but apparently it did.
