I can’t install 15.6.1 since my iPad has 16gb storage and after multiple deletions I can’t free up 3.25 go to allow it

If your internal storage is full, your only option is to better manage the storage that you have - and delete unused Apps or unneeded data.

External storage options can often help with managing limited internal storage.
