All my Pages documents are on my Mac. Yet sometimes when I open a document a dialogue opens "Downloading...".

What is "Pages for iCloud?" Seriously. I use the Pages app on my desktop. Never heard of "Pages for iCloud" until now.
2) "To check, go to Apple menu > System Preferences > Apple ID > iCloud, click Options next to the iCloud Drive checkbox, then make sure the Pages checkbox is selected. (If you don’t see Options, make sure the iCloud Drive checkbox is selected.)"
Pages is *not* selected. It's not selected because I don't want Pages documents kept on iCloud.
To be clear, I do not want any Pages documents stored in iCloud. This Mac seems to be setup so that Pages documents do not go to iCloud.
Yet sometimes, as I wrote previously, that "Downloading" dialog appears when I open a Pages document.
We appreciate the additional information MrKwe. When you check your iCloud settings, do you have iCloud Drive enabled? We ask as this could also add those files to iCloud when you're using specific applications.

iCloud is enabled. The option for Pages is not enabled. The "Downloading" dialog does not always appear when opening a Pages document.

What we would recommend is to disable iCloud Drive as a test. Then, let us know if the issue persists and we'll go from there.
