Use Malwarebytes Mobile Security:

One thought it to use Malwarebytes Mobile Security. The free version blocks popups. Thing is, you'd not receive a message from them, until your unblock them. Read the following post to see how to use this software: Blocked numbers - Apple Community

Not that I'm aware of. Texting is two way. So if you don't want responses, make it clear the message is for their information only and ask for their help by not responding.
